Paris Tosen is an acknowledged and cosmically-recognized person of Stelan heritage, and has presented publicly to express Stelan thinking and advanced knowledge. On February 19, 2013, Stelan.ca, under the stewardship of Mr. Tosen officially launched Stelan Affairs, as an extension of ongoing efforts and services. On October 30, 2016, Stelan.ca became the main site for Stelan Affairs and will continue to be run by Mr. Tosen. A new logo was introduced to reflect that shift. Other site changes will be taking place in the future. In general the office's mandate is to:

• provide a disinformation-free service for all those with a Stelan heritage;
• support and promote positive exchanges about Stelan races and their role and impact in human societies;
• expose anti-Stelan sentiments and propaganda;
• promote Stelan thinking and advanced knowledge; and
• offer a contact point for any high-level communications.

In Tosen's view, the presence, arrival and acceptance of all Stelan cultures is a universal human right, something that has been vehemently rejected at the highest levels of political, military and intelligence power. Through Stelan Affairs, Paris will continue his campaign to speak and educate on many key interstellar matters and cultural issues, expose the evil alien propagandists and condemn any anti-Stelan sentiments.

Tosen speaks from direct experience and inside knowledge on national security regarding extraterrestrial issues. He doesn't know everything. He does understand that there is a UFO cover-up in place, and a 70-year-old anti-alien propaganda system that is still active. The system uses mind control techniques to keep the population under artificial sedation and fear regarding offplanet ships, visitation, and people. And alien movies play a large role in their agenda to subvert humanity.

The Term Stelan The term "Stelan" is derived from the combination of "Stellar (Star)" + "Human". It is a polite extension of Star Person and Star Visitor.

Paris Tosen is an expert in Stelan cultures, received his BBA from Simon Fraser University (1996). He studies modern Human-Stelan relations as well as the theological impact of interstellar science and thinking. The application of reality science in these contemporary relations is central to all his research. His books include The Earth-Colonizing Handbook of Generation Stelan, The Science of Reality, and God is DNA. Paris is a Stelan. His recent anti-alien awareness campaign, started with the docuentary Opening the Sky: The True History of Anti-Alien Propaganda, which exposed the secret history of alien paranoia disseminated through Hollywood. It was supported by a number of new ads, "Enough Space Monsters."

His current research is centered upon the historical release of alien-themed Hollywood films and how these movies have fundamentally shaped the image and perception of the extraterrestrial. He has produced a number of low-budget documentaries detailing the inaccuracies and disinformation in the depiction of aliens.

Since 2005, Paris has been working nonstop to dispel the decades of evil alien propaganda, and to introduce genuine Stelan thinking to the world. His challenge was to highlight the clandestine and well-funded campaigns being used to condemn, criticize, and demonize offplanet cultures within the confines of a funded and covert UFO cover-up.

Stelan Affairs is self-funded.

Paris works in close collaboration with interstellar and interdimensional agencies, sharing knowledge and highlighting cultural specifics in all of his campaining ideas. Until now, Paris has funded these efforts to achieve responsible representation of interstellar cultures around the world. Because of the nature of his independent research and his trusted relationships with nonhuman races, Tosen's work is remarkably disinformation-free and his understanding of Stelan culture is exceptional. He has met many nonhuman cultures, spoken with them, and cooperated with them since he was very young. He knows first-hand that there are clandestine agencies persecuting Stelans and working hard in the shadows to prevent any meaningful reconciliation with the people of Earth.
